In certain environments, installing the Teams app might not be possible, not even by the team owner. There are two ways to enable the app anyway, though an approval of a Microsoft Teams administrator will be required.
Allow team owners to install apps by themselves

This is the option Microsoft recommends - and also on by default. |
In case your administrator has disabled this option, it’s possible to turn this back on. To do this, please (as an Office 365 administrator) go to the following page in the AzureAD portal (Enterprise applications > Consent & Permissions):

The option “Group owner consent for apps accessing data” needs to be allowed. This will allow team owners to install the app.

By default, the option for team owners to independently install applications is typically enabled. If this is not the case, action must be taken by your MS 365 administrator or MS Teams administrator.
In some cases, there may be environments where the owner of a Microsoft Teams team is restricted from installing apps independently for their teams or users.

Install the app for certain teams manually
In case it’s not possible to turn on the above options, Microsoft Teams administrators can also add apps on a case by case basis.
To do this, please send your administrator to the following page:

Search for the “Smart Connect for Jira” app, and add it to the requested team using the “Add to team” button. In case the app is not allowed by default, it might also be necessary to allow the app first.

Please note, in case you see this error below, it usually still worked correctly, and the app should be installed. There currently seems to be a bug on the Microsoft side regarding this.

If you see the error message below, the app should install without issue. It seems there is a bug on Microsoft's end causing this problem.
User can install the Smart Connect app on their own, if they have respective permissions to do so. This can be useful for testing reasons.
